Tahawwur Rana Extradited to India: Special Custody Arrangements in Delhi and Mumbai Jails

New Delhi – In a massive breakthrough for Indian counter-terror agencies, Tahawwur Hussain Rana, a key conspirator in the 2008 Mumbai terror attacks, has been successfully extradited from the United States to India.

The National Investigation Agency (NIA), under the strategic supervision of National Security Advisor Ajit Doval, is now in custody of the Pakistani-American terrorist.

Sources confirm that Rana will first be lodged at the NIA Headquarters in New Delhi, where he will be interrogated for several weeks before any court proceedings. A special remand plea will be submitted for extended custodial interrogation.

Two Jails Prepared: High-Security Lockdowns in Delhi and Mumbai

According to intelligence sources, two high-security prisons—one each in Delhi and Mumbai—have been readied for Rana, in accordance with US court guidelines that were a precondition for the extradition.

These facilities include enhanced surveillance, isolation wings, and a tight perimeter controlled by elite commandos. The arrangements are part of a broader national security protocol supervised by India’s Home Ministry and NSA Doval.

US Supreme Court Rejected All Legal Avenues

Rana’s extradition follows the US Supreme Court's recent decision to dismiss his final appeal against being handed over to Indian authorities. The decision came after months of legal back-and-forth, including an emergency stay request filed before Justice Elena Kagan, which was also rejected.

His final plea was listed for a hearing on April 4, 2025, but the Supreme Court outright dismissed it, paving the way for Indian authorities to fly him out under secrecy.

Tahawwur Rana is a close associate of David Coleman Headley, one of the main planners behind the 26/11 Mumbai attacks that killed 166 people, including six Americans.

Rana’s extradition fills a major void in the prosecution of the Lashkar-e-Taiba-led attacks, where only Ajmal Kasab, the lone surviving terrorist, had been convicted and later executed.

Authorities believe that Rana’s interrogation will shed light on the operational details of the 26/11 conspiracy, especially links with Pakistan’s ISI and transnational terror funding routes.
