1993 Mumbai Blasts Mastermind Tiger Memon Back in Focus as TADA Court Orders Property Seizure
TADA court orders confiscation of 14 properties linked to Tiger Memon, Yakub Memon, and family

Decades after the deadly bombings, legal action intensifies against the Memon family
Mumbai -:Tiger Memon, the mastermind behind the 1993 Mumbai bomb blasts, is once again in the spotlight after a special TADA court issued a landmark ruling. The court has ordered the transfer of 14 immovable properties linked to Memon, his brother Yakub Memon, and their family to the central government. These properties, including flats, shops, offices, and vacant plots, are located in Mumbai’s prime areas such as Almeida Park (Bandra West), Santacruz, Kurla, and Mahim.
Tiger Memon’s Rise in the Underworld
Born and raised in Mumbai, Tiger Memon—whose real name is Ibrahim Abdul Razzak Memon—began his journey in the 1980s with small-scale smuggling operations. Soon, he partnered with underworld don Dawood Ibrahim to build a massive smuggling network specializing in gold, silver, and electronic goods, amassing immense wealth.
However, Memon’s criminal empire took a darker turn when he orchestrated the 1993 Mumbai bombings, one of India's deadliest terror attacks. On March 12, 1993, a series of 12 bomb explosions rocked the financial capital, killing 257 people and injuring over 700. Investigations revealed that Memon, alongside Dawood Ibrahim and his brother Yakub Memon, planned the attack as retaliation for the 1992 Babri Masjid demolition riots.

The TADA Court’s Landmark Ruling
In a major legal development, Special TADA Court Judge V.D. Kedar ruled on March 26, 2025, that the Memon family’s properties should be transferred to the central government. These assets, already under the Bombay High Court receiver’s custody since 1994, were originally seized under the Smugglers and Foreign Exchange Manipulators Act (SAFEMA). The court affirmed that the properties were acquired through illicit means and upheld the government’s appeal for their confiscation.
List of Seized Properties
- The confiscated properties include:
- A flat in Almeida Park, Bandra West
- A vacant plot and a flat in Santacruz
- Offices in Kurla
- Shops and garages in Mahim
The properties were registered under the names of Tiger Memon, Yakub Memon, Abdul Razzak Memon, Essa Memon, Yusuf Memon, and Rubina Memon.
Government’s Stand and Next Steps
The central government had moved the court in January 2025 through the SAFEMA authority, urging for the properties to be seized. Under SAFEMA, assets linked to smugglers and drug traffickers can be confiscated. The government now has the authority to sell or repurpose the properties.
Meanwhile, the Memon family remains silent. While Tiger Memon remains a fugitive—believed to be hiding in Pakistan—Yakub Memon was executed in 2015. Other family members, including Abdul Razzak Memon and Hanifa Memon, have not responded to court notices. The court ruled that their lack of response solidified the decision to confiscate the properties.
